The Mirror Concord is not a temple and not a guild in the Syndicate sense. It is a charter of schools that agreed, after the First Ley Surge taught Veilspire what unpoliced wonder costs, that perception must be trained before it is sold.

Each school keeps its own crest and quarrels; the Concord supplies what quarrels cannot: shared oaths, shared assay for mirrored gesture, and shared authority to strike a practitioner from harbor grammar when resonance bends space more than charter will tolerate.

Origins

Before the Glass Consensus, mirror craft lived in cliff niches and undertier workshops—apprentices learning to fold breath into refraction the way harvesters learned to score storm glass before dawn. Surge week proved that private skill scales into public catastrophe faster than orreries can meter it.

The Concord formed in the undertier's gray pre-dawn: headmasters who had spent decades accusing one another of heresy signed a refracted oath—literally witnessed through storm glass so no single angle could claim the text alone. They called the body a concord because guild implied manufacture and church implied souls; they police resonance, which is neither product nor salvation but the weather of attention.

Training and license

Students begin with still mirrors: palm discs that return the face without flattering it. Advancement is measured in gesture fidelity, not spectacle. A licensed practitioner may perform mirrored breath in assay corridors, guild chutes, and deposition rooms where charter requires refraction instead of metaphor.

Dropouts are not always disgraced. Some leave because the Concord prices honesty above survival; others because appetite outruns discipline. Harbor rumor tracks names the way phosphor tracks warmth—Selene Kor is only the most recent example of talent the Concord trained and then had to index.

Jurisdiction

On Veilspire shelves, Concord auditors walk beside Syndicate listeners. The Syndicate meters mass and schedule; the Concord meters bend. When a witness story warps testimony space, orreries register epistemic torque—but Concord examiners ask whether the warp began in malice, negligence, or unlicensed resonance.

Mirror Spring sealed labs extended Concord reach beneath salt flats and into symposium lungs where revision A and revision B must breathe without crowning either catalog. Publication of offset constellations did not end Concord interest; it relocated it from private notebooks to harbor minutes.

Relations

The Iron Syndicate treats Concord license as friction and buys it anyway—stability fields and mirrored gesture share a vocabulary of boring honesty. Storm-glass harmonics give both institutions a roofline to argue against. Mirror moths remain illegal to harbor not because the Concord hates creatures, but because swarms negotiate alternate selves faster than oath-bound glass can witness.

Internal fault lines

Purists insist only Veilspire-trained gesture retains surge memory in the palm. Pragmatists license harbor rigs and listening forks for auditors who will never see a still mirror. A third faction—the Indexers—maintains dropout rolls and parallel witness chains, convinced the city survives on margins cut parallel to catastrophe.

The Concord does not smuggle ley-ash or publish private charts. It does something colder: it decides which refractions the city is allowed to call weather.
